OrdinanceWatch™’s first quarter of 2013 saw a dramatic increase in the number of issues clicked related to gaming and sweepstakes centers.  These issues typically focus on either establishment moratoria or regulations on gaming centers that already exist.  The most clicked issue in the first quarter was a proposed prohibition on casinos and certain amusement and entertainment game systems in Cocoa Beach.  A resolution has been drafted, but the City Commission is waiting until the end of Florida’s Legislative Session to adopt any measures in case the state enacts  preemption.  The second most clicked issue for the first quarter dealt with proposed revisions to the 911 Combined Communications Standard Operating Procedure in Columbia County.  This issue has been tabled, but the County Commission plans to continue discussion at a future meeting, date TBD.

Moving on to adopted issues, in Escambia County, the Commission recently adopted an ordinance regulating signs and outdoor display, which was the third most clicked issue in the first quarter.  This ordinance included code amendments to provide the public with signage regulations that are streamlined and concise.  The fourth most clicked issue was from Ft. Myers, where an ordinance was adopted to prohibit Sexual Offenders in certain locations.  This ordinance amended the Crime Prevention code creating child safety zones which create sexual offender boundaries.  The fifth most clicked issue for the first quarter was in Sarasota.  The City Commission adopted a Right-of-Way Permit and Inspection Fee Resolution in January.  This resolution revised the fees for Right-of-Way Permits and Inspections and outlines what mitigation efforts can be funded using the fee proceeds.
